EHCEC Board Stronger with Two New Leaders
We’re proud to welcome two dynamic leaders to the East Harris County Empowerment Council Board of Directors. LaKeisha LeBlanc and Shanisha Smith bring a powerful blend of experience in education, law, community development, and strategic leadership. Their shared commitment to equity, excellence, and empowering underserved communities aligns perfectly with EHCEC’s mission to uplift East Harris County. We’re honored to have their voices at the table as we continue building bold, community-driven solutions.
Shanisha Smith joins the East Harris County Empowerment Council board with deep expertise in environmental law, regulatory compliance, and equity-centered advocacy. As Assistant General Counsel at Arkema Inc., she advises across more than 50 sites in the Americas, focusing on environmental matters. Her decade of experience spans leadership roles at a major chemical manufacturer, a national law firm, and a federal court.
Shanisha holds a B.S. from Lincoln University (PA), a J.D. from Thurgood Marshall School of Law, and an LL.M. in International Law & Energy, Environment, and Natural Resources from the University of Houston Law Center. She’s an active leader in environmental justice efforts, contributing to the City of Houston’s Climate Action Plan Equity Group, leading over 300 hours of EJ training, and serving on national policy task forces.
Her legal insight and passion for community empowerment make her a valuable addition to the EHCEC board.
LaKeisha LeBlanc brings more than 20 years of experience in public education and leadership to the East Harris County Empowerment Council board. As the Assistant Superintendent of Teaching and Learning for Channelview ISD, she oversees districtwide initiatives that impact nearly 10,000 students — from leading curriculum and literacy strategies to managing multimillion-dollar budgets and cross-departmental teams. Her career reflects a deep commitment to student achievement, equity, and community engagement. A recognized leader in Texas public education, LaKeisha has launched innovative programs in digital learning, school communications, and early childhood partnerships. She holds a master’s degree in Educational Management from the University of Houston–Clear Lake and is certified as both a Superintendent and Principal in the state of Texas. We’re proud to welcome her strategic insight, passion for service, and deep roots in East Harris County.
